The My Hero Academia series has pitted its heroes against some truly nasty villains over the years, many with Quirks that would make them incredibly deadly in any other world. Quirks have also ensured that these villains have a wide range of power sets, rather than the sometimes cookie-cutter powers that many superhero villains can wind up with. This makes My Hero Academia's villains especially deadly, as heroes can never quite be sure what to expect from a new foe.

This list consists of 10 villains whose powers have struck fear in even the hearts of pro heroes. The list is based off of their powers and abilities at the end of season 6 of the anime, whether that character is still alive or not, so there may be spoilers. The ranking is determined by the character's "power" attribute in the My Hero Academia: Ultra Analysis data book, where available, which grades villains and heroes on their powers from a scale of E to S+.
Twice
Ultra Analysis Power Ranking: C

Twice, AKA Jin Bubaigawara, was a member of the League of Villains whose Quirk allowed him to create limitless duplicates of himself and others, which made him an enormous threat, as he effectively gave the villains unlimited foot soldiers. Twice's duplicates are pretty fragile; simple attacks can be enough to cause them to dissolve, but despite that, he was able to replace a huge number of their collaborators, such as Dr. Garaki and Rikiya Yotsubashi, with doubles who would go about their daily lives while the real ones worked in secret with the villains. Twice was only really held back from being a one-man disaster by his own psychological hang-ups, and not long after he seemed to overcome those, Twice was killed by Hawks.
Overhaul
Ultra Analysis Power Ranking: C

Kai Chisaki, aka Overhaul, was a leader of the Shie Hassaikai Yakuza gang. His Quirk, also called Overhaul, allowed him to break down any matter he touches and reform it into whatever he likes. This ability extended even to his own body, as during his climactic fight with Deku, Overhaul merged with two of his underlings, stealing their powers and radically altering his body into a monstrous new form. Overhaul was a twisted individual, hoping to craft weapons that could remove a person's Quirk forever using Eri's Rewind power. When Overhaul's usefulness ran out, Shigaraki destroyed his arms, preventing him from using his Quirk ever again.
Lady Nagant
Ultra Analysis Power Ranking: N/A

Lady Nagant, real name Kaina Tsutsumi, was once a hero who worked for the Hero Public Safety Commission. Nagant became disillusioned with the dark tasks she was made to do, and rebelled against her employers, being branded as a villain and ending up in Tartarus. Lady Nagant's Quirk is Rifle, which is a built-in weapon in her arm that she can use to hit targets at colossal range with pinpoint accuracy, even in the dark and during rain. Lady Nagant also received a second Quirk from All for One, Air Walk, allowing her to fire from any position, becoming utterly unpredictable. She could easily have killed Deku, if she really wanted, but Lady Nagant remains a hero at heart. Lady Nagant ultimately betrayed All For One, and she almost paid with her life.
Dabi

Ultra Analysis Power Ranking: B
Dabi, or as was revealed in season 6, Toya Todoroki, is a deadly villain with intense flame powers - so intense that his body is covered in burns from his inability to tolerate the heat. Dabi has a maniacal fixation with his father Endeavor, intending to bring down the entire superhero society with him. Dabi is known to have killed more than 30 people, both heroes and civilians, by his own admission - far more than most other League of Villains members. He's also capable of using many of his father and brother's signature attacks, which can be quite lethal in his hands. Despite his lower power ranking than most of the list, Dabi has arguably done the most damage, destroying the people's faith in heroes and setting the stage for the post-apocalyptic hell following the Paranormal Liberation War.

Re-Destro
Ultra Analysis Power Ranking: A+
Rikiya Yotsubashi, aka Re-Destro, was the CEO of the support item company Detnerat, as well as the secret leader of the Meta Liberation Army. After Re-Destro battled Shigaraki and lost, his organization combined with the League of Villains into the Paranormal Liberation Front. Re-Destro's Quirk, Stress, allows him to grow bigger and stronger the more stress he is under, transforming him into a Hulk-like monstrosity that wields immense power. He's also a talented speaker, able to motivate huge crowds to do his bidding and inspire loyalty in his followers. He was arrested after the Paranormal Liberation War, removing another dangerous piece from the conflict.

Muscular
Ultra Analysis Power Ranking: S
Muscular, born Goto Imasuji, is a small-time thug who joined the League of Villains because he just loves fighting and killing. His Quirk, Muscle Augmentation, allows him to grow external muscle tissue, which regenerates rapidly and greatly increases the power of his physical attacks, while also granting protection to his body. Muscular is known to have killed at least two heroes, Kota's parents, and was eager to kill both the child and Deku. Muscular was defeated and arrested, but All for One broke him (and hundreds of others) out of Tartarus. Muscular became obsessed with fighting Deku again, but when they finally had their rematch, Deku's powers had grown so strong he no longer stood a chance. Muscular was arrested once more, but he certainly managed to wreak some havoc in the short time he was free.

Hood
Ultra Analysis Power Ranking: S
Hood is the original High-End Nomu that Endeavor and Hawks battled against in Fukuoka. Hood wielded multiple Quirks, including a muscle-augmenting Quirk like Muscular's and a high-speed regeneration Quirk. Hood was also able to fly, making him a difficult opponent to face, and unlike the lower Nomu, he wasn't a brainless husk. Hood was once an underground fighter, and actually appeared in My Hero Academia's prequel series, My Hero Academia: Vigilantes, showing that he was in development for quite a long time. Endeavor ultimately incinerated Hood by using all his power for a "Plus Ultra" Prominence Burn, leaving the new #1 hero exhausted and barely alive himself.

Gigantomachia
Ultra Analysis Power Ranking: S
Gigantomachia is a giant of a man who was something of a prototype for the Nomu. He was given as many as 7 Quirks by All for One, which had the combined effect of lowering his intelligence dramatically, as so much brain power was needed to manage these abilities. Gigantomachia could alter his size and had a Mole Quirk which allowed him to grow enormous claws that dealt incredible damage to anything before him. In the Paranormal Liberation War, Gigantomachia proved to be one of My Hero Academia's most dangerous villains, going on a rampage and destroying entire cities as he struggled to make his way to his beloved master, All for One. Gigantomachia's lacking intelligence is his only real weakness, and he was regarded as a living natural disaster by civilians.

Shigaraki
Ultra Analysis Power Ranking: S+
Tomura Shigaraki, born Tenko Shimura, possesses the deadly Decay Quirk, which manifested one day in horrible fashion by slaughtering his whole family before he even understood what was going on. After awakening from having All for One's Quirk implanted into him, Shigaraki's Decay became exponentially more powerful, allowing him to destroy the majority of a city without moving. Receiving All for One's Quirk gave Shigaraki a myriad of new powers as well, including All for One's favorite, Rivet Stab, a Radio Wave Quirk, Regeneration, and countless more. Shigaraki's intense hatred for heroes in general and All Might and Deku in particular is a source of strength for him, allowing him to power through difficult situations with sheer force of will. Shigaraki managed to escape the Paranormal Liberation War, however, and he's only growing stronger in the weeks to come.

All for One
Ultra Analysis Power Ranking: S+
All for One, known only by his surname Shigaraki, is the evil mastermind of the series. All for One's schemes are complex and involve many fallback plans, meaning that he's always in control of the situation. All for One's Quirk allows him to take Quirks from others for himself, and redistribute them to whomever he chooses; combined with Dr. Garaki's Quirk cloning technology, All for One has access to hundreds, and perhaps even thousands of Quirks, all without suffering the kind of drawbacks that Nomu or Gigantomachia do. All for One's mastery of his power allows him to combine these Quirks for maximum effect, to the extent that it took every last scrap of power All Might had to defeat him, ending his career for good.

The villains of My Hero Academia are fierce opponents who'd give any anime hero a run for their money, and these ten are no doubt at the top of the list. As the final battle rages in the manga, there may yet be more opponents who merit inclusion on this list, but for now, these My Hero Academia villains reign supreme.
